Jiu Si and Yu Ru realize that they must change the way they do business in Youzhou, given the instability of war and the ongoing flooding of the Yellow River. They both decide to donate their business assets to the Youzhou government but need to convince the people working for them that it is the right thing to do. Luo Zi Shang is not fazed by Commissioner Wang’s newfound arrogance towards him, for he has plans of his own for Yangzhou.
